What Are the New UPI Rules in 2026? What Users and Merchants Need to Know

If you have heard that UPI payments may become chargeable in 2026, you may be wondering whether sending money to friends, paying at a shop, or making a high-value payment will now involve extra fees. The key point is that the announced changes do not introduce a general charge for people using UPI. They mainly concern the Merchant Discount Rate (MDR) on selected high-value merchant transactions.

What Is UPI?

UPI, or the Unified Payments Interface, is India’s instant digital payment system. It allows users to transfer money directly between bank accounts through a UPI ID, mobile number, QR code, or banking application.

UPI transactions generally fall into two categories: Person-to-Person (P2P) payments, such as sending money to a family member, and Person-to-Merchant (P2M) payments, such as paying a shop or service provider.

What Are the New UPI Rules in 2026?

Under the announced 2026 framework, MDR may apply to selected merchant transactions above ₹2,000. The main points are:

  • Person-to-person UPI payments remain free.
  • Merchant payments up to ₹2,000 remain free of MDR.
  • Selected merchant payments above ₹2,000 may attract MDR.
  • Customers should not be charged MDR separately.
  • Eligible small merchants will continue to receive zero-MDR benefits.
  • Certain essential sectors may follow a separate flat-fee structure.
  • Most merchant transactions are expected to remain unaffected.

The Ministry of Finance has stated that approximately 96% of merchant transactions will remain unaffected by the framework.

Will Customers Have to Pay for UPI Transactions?

No. Customers will not be required to pay MDR for standard UPI payments. MDR is a fee within the payment-processing ecosystem and may be distributed among participating banks, payment service providers, and other payment participants.

Person-to-person payments remain free, and customers should not be asked to pay an additional amount simply because they are using UPI. Always review the final payment screen and report suspicious or unauthorised charges to your payment provider.

What Is Merchant Discount Rate?

Merchant Discount Rate, or MDR, is a payment-processing fee associated with certain digital merchant transactions. It is not the same as GST or a government tax. It relates to the processing and settlement of eligible merchant payments.

Which UPI Transactions May Attract MDR?

Transaction type Applicable rule
Person-to-person UPI payment Free
Merchant payment up to ₹2,000 Zero MDR
Selected merchant payment above ₹2,000 MDR of 0.4%
Merchant transaction of ₹75,000 or more MDR capped at ₹300 per transaction
Selected essential-sector payments Flat MDR of ₹5
Eligible capital-market transactions MDR of 0.02%, capped at ₹300

Example of MDR on a Merchant Payment

Suppose a customer purchases goods worth ₹10,000 from a merchant. If the transaction falls under a category where MDR applies, a 0.4% MDR would equal ₹40. This does not mean the customer should be asked to pay ₹10,040. MDR is part of the merchant payment-processing arrangement and should not be collected from the customer as a separate UPI charge.

Will Person-to-Person UPI Payments Remain Free?

Yes. Standard person-to-person UPI payments will remain free regardless of the amount transferred. Users can continue sending money to friends, family members, and other individuals without MDR.

Are Merchant Payments Below ₹2,000 Still Free?

Yes. Merchant payments up to ₹2,000 remain free of MDR under the announced framework. This covers many everyday payments for groceries, food, transport, household purchases, and local services.

What Is the Rule for Small Merchants?

Eligible small merchants, including street vendors and neighbourhood businesses, will continue to receive zero-MDR benefits. Small merchants receiving up to ₹1 lakh per month through UPI QR codes under the Person-to-Person-Merchant category are covered by the stated zero-MDR provision for eligible transactions.

Small businesses should confirm their classification and eligibility with their acquiring bank or payment service provider.

What Are the Special Rules for Essential Sectors?

Certain essential and thin-margin sectors may follow a flat MDR structure for eligible payments above ₹2,000. The sectors mentioned include railways, telecommunications, insurance, fuel, and agricultural inputs. A flat MDR of ₹5 has been specified for eligible transactions in these sectors.

What About Capital-Market Payments?

The framework also specifies a separate MDR rate for eligible capital-market transactions. The announced rate is 0.02%, capped at ₹300 per transaction. This should not be confused with brokerage, platform fees, taxes, or other investment-related charges.

Are UPI Transaction Limits Changing?

UPI transaction limits and MDR thresholds are different. A transaction limit determines how much a user can transfer, while an MDR threshold determines whether a merchant payment may fall into a payment-processing fee category.

Limits can vary by bank, UPI application, transaction category, and security policy. Users should check their bank or UPI app for the latest applicable limits.

What Should UPI Users Do?

  • Verify the receiver or merchant name before entering your UPI PIN.
  • Never share your UPI PIN with anyone.
  • Remember that receiving money does not require entering a UPI PIN.
  • Avoid unknown payment links and unfamiliar QR codes.
  • Review collect requests carefully before approving them.
  • Report unauthorised transactions to your bank immediately.
  • Keep your UPI application updated from an official app store.

What Should Business Owners Do?

  • Contact your acquiring bank or payment service provider.
  • Confirm whether your business qualifies for zero-MDR treatment.
  • Check whether your QR code is correctly classified.
  • Review settlement statements and payment reports.
  • Do not add unofficial UPI charges to customers.
  • Maintain accurate payment and accounting records.
  • Confirm any applicable tax or service-fee treatment with a qualified professional.

Common Misunderstandings About the 2026 UPI Rules

Every UPI payment will now be charged

This is incorrect. P2P payments remain free, and merchant payments up to ₹2,000 remain free of MDR.

MDR is a GST charge

MDR is a payment-processing fee, not a GST charge on every UPI transaction.

Customers must pay 0.4% extra

The announced MDR is not intended to be collected directly from customers. Customers should not be asked to pay MDR as a separate UPI fee.

All shops will be affected

The framework applies only to specified merchant transactions. Eligible small merchants continue to receive zero-MDR protection.

Final Thoughts

The 2026 UPI changes do not mean that everyday users must start paying for every digital payment. Person-to-person transfers remain free, merchant payments up to ₹2,000 remain free of MDR, and eligible small merchants continue to receive zero-MDR benefits.

The main change concerns selected higher-value merchant transactions, where MDR may apply within the payment ecosystem. Customers should not be asked to pay MDR separately. Always verify payment details, protect your UPI PIN, and rely on official sources for future updates.
